Because deputy-gang affiliation, retaliation, falsified reporting, intimidation, obstruction, and loyalty-based concealment directly bear on officer credibility, bias, motive, and truthfulness, the department’s refusal or failure to provide complete disclosure creates substantial cause to presume that any LASD related witness may be compromised unless affirmatively cleared through transparent, verifiable review.
